Narrative:
Air carrier X in cruise at FL310 (assigned by cle) just south of rod a TCASII contact came up at 11 O'clock, quickly going from TA to RA. We looked out and spotted an air carrier Y, dc-10, coming right at us, co-altitude. The TCASII commanded a descent. I disconnected the autoplt while the first officer attempted to contact ATC. It took several attempts before the controller answered. When she finally did respond she quickly gave us a frequency change. When questioned about the incident she said we were off her scope. We had descended to FL300 in response to TCASII. When clear we climbed back to FL310. When we got to bna we talked to ZID and discovered they were calling us while we were still with ZOB. She obviously forgot about us, our frantic calls merely reminded her that she forgot to switch us to ZID. If it weren't for TCASII this may have been more serious due to the evasive reaction that would have been necessary with less notice of conflict.
