Narrative:
Upon calling tulsa ground and requesting taxi clearance I was given a clearance to taxi to runway 18R intersection takeoff. The controller also was talking to another aircraft on another frequency. I told the controller that I wanted the full length takeoff on runway 18R and there was some confusion as to who he was talking to at this time as he was also talking to the other aircraft and stated that I was acknowledging for the other aircraft. I restated that I wanted full length takeoff on runway 18R and he then cleared me to taxi to runway 18R. I acknowledged 'taxi to runway 18R.' the taxi route intersected runway 18R and before crossing the runway I transmitted that I was crossing runway 18R and had passed the hold short line but was not on the runway and had come to a stop for his verification. He then stated the 'I didn't know that you wanted the full length' and then said to 'go ahead and cross runway 18R since you are already on the runway.' I wasn't on the runway yet, but read back the clearance to cross and taxi to runway 18R. I feel this incident was caused by the controller having to work 2 frequencys at a busy airport and his confusion as to my wanting a full length takeoff. When he cleared me to runway 18R I felt it was a clearance to cross all txwys and runways to get to the takeoff end of runway 18R. Callback conversation with reporter revealed the following information: reporter states he was never on the runway. He just had the nose over the hold line by about 5 ft. He definitely did not cross the runway. He had stopped to confirm that he could cross. He asserted that he did go back and review the far and was aware of the limitations of the taxi clearance. He is an airline pilot but was flying his own aircraft at this time.

Title: BEECH 95 PLT CROSSES HOLD LINE DURING TAXI AT ACTIVE RWY.
Narrative: UPON CALLING TULSA GND AND REQUESTING TAXI CLRNC I WAS GIVEN A CLRNC TO TAXI TO RWY 18R INTXN TKOF. THE CTLR ALSO WAS TALKING TO ANOTHER ACFT ON ANOTHER FREQ. I TOLD THE CTLR THAT I WANTED THE FULL LENGTH TKOF ON RWY 18R AND THERE WAS SOME CONFUSION AS TO WHO HE WAS TALKING TO AT THIS TIME AS HE WAS ALSO TALKING TO THE OTHER ACFT AND STATED THAT I WAS ACKNOWLEDGING FOR THE OTHER ACFT. I RESTATED THAT I WANTED FULL LENGTH TKOF ON RWY 18R AND HE THEN CLRED ME TO TAXI TO RWY 18R. I ACKNOWLEDGED 'TAXI TO RWY 18R.' THE TAXI RTE INTERSECTED RWY 18R AND BEFORE XING THE RWY I XMITTED THAT I WAS XING RWY 18R AND HAD PASSED THE HOLD SHORT LINE BUT WAS NOT ON THE RWY AND HAD COME TO A STOP FOR HIS VERIFICATION. HE THEN STATED THE 'I DIDN'T KNOW THAT YOU WANTED THE FULL LENGTH' AND THEN SAID TO 'GO AHEAD AND CROSS RWY 18R SINCE YOU ARE ALREADY ON THE RWY.' I WASN'T ON THE RWY YET, BUT READ BACK THE CLRNC TO CROSS AND TAXI TO RWY 18R. I FEEL THIS INCIDENT WAS CAUSED BY THE CTLR HAVING TO WORK 2 FREQS AT A BUSY ARPT AND HIS CONFUSION AS TO MY WANTING A FULL LENGTH TKOF. WHEN HE CLRED ME TO RWY 18R I FELT IT WAS A CLRNC TO CROSS ALL TXWYS AND RWYS TO GET TO THE TKOF END OF RWY 18R. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE WAS NEVER ON THE RWY. HE JUST HAD THE NOSE OVER THE HOLD LINE BY ABOUT 5 FT. HE DEFINITELY DID NOT CROSS THE RWY. HE HAD STOPPED TO CONFIRM THAT HE COULD CROSS. HE ASSERTED THAT HE DID GO BACK AND REVIEW THE FAR AND WAS AWARE OF THE LIMITATIONS OF THE TAXI CLRNC. HE IS AN AIRLINE PLT BUT WAS FLYING HIS OWN ACFT AT THIS TIME.
