Narrative:
I am an air traffic controller at miami tower/approach. I was training a developmental at the 'D' scope or miami north departure radar. A law enforcement aircraft (aircraft X), a C172, was orbiting 4 mi east of miami airport VFR at 3500 ft. All departure traffic eastbound off the airport was being stopped at 3000 ft. Air carrier Y (B757) checked in climbing to 3000 ft and was issued the traffic. The pilot replied he was looking. The pilot came back asking where the traffic was. Traffic was issued 2 more times to air carrier Y but he said he couldn't see him because of clouds and that he was turning right due to traffic. I then explained to air carrier Y that he was 500 ft below the traffic who was VFR and that this was standard separation. Air carrier Y then said he had to deviation because of an 'RA.' I think that TCASII is dangerous and should be terminated until all the bugs are worked out! Most other controllers feel the same way.

Title: FLC OF AN ACR LGT ACFT TOOK EVASIVE ACTION TURN IN RESPONSE TO A TCASII RA AND DID NOT ACCEPT CTLR ADVISORY OF THE OTHER ACFT SEPARATION.
Narrative: I AM AN AIR TFC CTLR AT MIAMI TWR/APCH. I WAS TRAINING A DEVELOPMENTAL AT THE 'D' SCOPE OR MIAMI N DEP RADAR. ACR Y (B757) CHKED IN CLBING TO 3000 FT AND WAS ISSUED THE TFC. THE PLT REPLIED HE WAS LOOKING. THE PLT CAME BACK ASKING WHERE THE TFC WAS. TFC WAS ISSUED 2 MORE TIMES TO ACR Y BUT HE SAID HE COULDN'T SEE HIM BECAUSE OF CLOUDS AND THAT HE WAS TURNING R DUE TO TFC. I THEN EXPLAINED TO ACR Y THAT HE WAS 500 FT BELOW THE TFC WHO WAS VFR AND THAT THIS WAS STANDARD SEPARATION. ACR Y THEN SAID HE HAD TO DEV BECAUSE OF AN 'RA.'
