Narrative:

The reporter was cleared at approximately PM48 (PDT) for an ILS 31 into sns. Reporter on his own navigation flew the procedure turn outbound and was cleared on the inbound leg for an ILS in IFR. On becoming established on the localizer inbound at 12.0 DME sns the sns tower closed and the reporter was handed off to sns CTAF on 119.40. No traffic advisories were received from mry approach at time of handoff to 119.40. The reporter flew the ILS in VFR conditions down to approximately 1000 ft MSL. At this point the reporter observed a mooney moving quickly from left to right and descending rapidly. The reporter had been announcing his position at approximately 2.0 DME intervals beginning at approximately 7.0 DME. The reporter attempted to establish contact with the mooney on 119.40. The reporter had to turn violently left to avoid the mooney. After hangaring the plane the reporter located the mooney at hangar. The FSS also attempted to contact the mooney without success. The owner won't admit to anything. The reporter believes that the monterey approach should have called traffic especially knowing the field had recently gone IFR and the likelihood of local pilots attempting to make marginal approachs is great.

Title: SMA HAS NMAC WITH SECOND SMA DURING IAP LOC APCH.

Narrative: THE RPTR WAS CLRED AT APPROX PM48 (PDT) FOR AN ILS 31 INTO SNS. RPTR ON HIS OWN NAV FLEW THE PROC TURN OUTBOUND AND WAS CLRED ON THE INBOUND LEG FOR AN ILS IN IFR. ON BECOMING ESTABLISHED ON THE LOC INBOUND AT 12.0 DME SNS THE SNS TWR CLOSED AND THE RPTR WAS HANDED OFF TO SNS CTAF ON 119.40. NO TFC ADVISORIES WERE RECEIVED FROM MRY APCH AT TIME OF HDOF TO 119.40. THE RPTR FLEW THE ILS IN VFR CONDITIONS DOWN TO APPROX 1000 FT MSL. AT THIS POINT THE RPTR OBSERVED A MOONEY MOVING QUICKLY FROM L TO R AND DSNDING RAPIDLY. THE RPTR HAD BEEN ANNOUNCING HIS POS AT APPROX 2.0 DME INTERVALS BEGINNING AT APPROX 7.0 DME. THE RPTR ATTEMPTED TO ESTABLISH CONTACT WITH THE MOONEY ON 119.40. THE RPTR HAD TO TURN VIOLENTLY L TO AVOID THE MOONEY. AFTER HANGARING THE PLANE THE RPTR LOCATED THE MOONEY AT HANGAR. THE FSS ALSO ATTEMPTED TO CONTACT THE MOONEY WITHOUT SUCCESS. THE OWNER WON'T ADMIT TO ANYTHING. THE RPTR BELIEVES THAT THE MONTEREY APCH SHOULD HAVE CALLED TFC ESPECIALLY KNOWING THE FIELD HAD RECENTLY GONE IFR AND THE LIKELIHOOD OF LCL PLTS ATTEMPTING TO MAKE MARGINAL APCHS IS GREAT.
