Narrative:
In cruise at FL280 under havana control when we received a TCASII TA followed by an RA to descend. We saw another aircraft on the radar screen at our altitude and converging head on. As I pushed the nose over the other aircraft was observed turning to the left and climbing. We were over the alegre navigation fix over cuba and advised havana of our actions. We had descended to FL275 before returning to FL280.

Title: TCASII TA RA CAUSING ACFT TO DSND. ACFT X FOLLOWED RA COMMANDS TO AVOID ONCOMING ACFT Y.
Narrative: IN CRUISE AT FL280 UNDER HAVANA CTL WHEN WE RECEIVED A TCASII TA FOLLOWED BY AN RA TO DSND. WE SAW ANOTHER ACFT ON THE RADAR SCREEN AT OUR ALT AND CONVERGING HEAD ON. AS I PUSHED THE NOSE OVER THE OTHER ACFT WAS OBSERVED TURNING TO THE L AND CLBING. WE WERE OVER THE ALEGRE NAV FIX OVER CUBA AND ADVISED HAVANA OF OUR ACTIONS. WE HAD DSNDED TO FL275 BEFORE RETURNING TO FL280.
