Narrative:
Taxiing out to runway 33L at bwi for takeoff, we were approaching the intersection of txwys D and T when the captain called back to the cabin to verify the number of passenger. The aircraft was in forward motion. The first officer was in communication with ground control and I was running checklists. Apparently, the aircraft had passed over the ILS critical area hold line and the tower informed the first officer, who in turn informed the captain who was distracted by cabin communications. The time delay in relaying this information to the captain allowed the aircraft to pass over the ILS critical area hold line (ILS operation with WX below 800/2). The ground controller asked that we turn around in the holding pad, but then permitted us to remain in this ILS critical area with no further questions. Our mistake was allowing load information and checklist procedures to take precedence over maintaining aircraft control and avoiding restr areas on the airport surface, particularly in poor WX conditions.

Title: ACR LGT TAXIED PASSED RWY ILS HOLD LINE.
Narrative: TAXIING OUT TO RWY 33L AT BWI FOR TKOF, WE WERE APCHING THE INTXN OF TXWYS D AND T WHEN THE CAPT CALLED BACK TO THE CABIN TO VERIFY THE NUMBER OF PAX. THE ACFT WAS IN FORWARD MOTION. THE TIME DELAY IN RELAYING THIS INFO TO THE CAPT ALLOWED THE ACFT TO PASS OVER THE ILS CRITICAL AREA HOLD LINE (ILS OP WITH WX BELOW 800/2). THE GND CTLR ASKED THAT WE TURN AROUND IN THE HOLDING PAD, BUT THEN PERMITTED US TO REMAIN IN THIS ILS CRITICAL AREA WITH NO FURTHER QUESTIONS. OUR MISTAKE WAS ALLOWING LOAD INFO AND CHKLIST PROCS TO TAKE PRECEDENCE OVER MAINTAINING ACFT CTL AND AVOIDING RESTR AREAS ON THE ARPT SURFACE, PARTICULARLY IN POOR WX CONDITIONS.
