Narrative:
Working departure west position at indianapolis approach control. Heavy traffic with numerous departures off ind had been on position for 1 1/2 hours with no relief in sight. All commuter departures seemed to be climbing slow. The temperature was not a factor 79 degrees F satellite handed off a C4411 X climbing swbound to 5000 ft. I had a commuter Y climbing northbound to 14000 ft leaving 3000 ft. Dealing with other aircraft I didn't realize Y had leveled at 5000 ft for about 6 NM and then started climbing, by this time both aircraft were approximately 6 mi apart. I turned both aircraft to a 320 degree heading to parallel their courses. 'Conflict alert' went off. Both aircraft were parallel about 2 1/2 mi and 600 ft. During heavy traffic periods, management should ensure that reliefs are made. I was tired, fatigued and was not keeping up with traffic.

Title: COMMUTER Y NON ADHERENCE TO ATC CLRNC HAD LTSS FROM X. SYS ERROR. PLTDEV.
Narrative: WORKING DEP W POS AT INDIANAPOLIS APCH CTL. HVY TFC WITH NUMEROUS DEPS OFF IND HAD BEEN ON POS FOR 1 1/2 HRS WITH NO RELIEF IN SIGHT. ALL COMMUTER DEPS SEEMED TO BE CLBING SLOW. THE TEMP WAS NOT A FACTOR 79 DEGS F SATELLITE HANDED OFF A C4411 X CLBING SWBOUND TO 5000 FT. I HAD A COMMUTER Y CLBING NBOUND TO 14000 FT LEAVING 3000 FT. DEALING WITH OTHER ACFT I DIDN'T REALIZE Y HAD LEVELED AT 5000 FT FOR ABOUT 6 NM AND THEN STARTED CLBING, BY THIS TIME BOTH ACFT WERE APPROX 6 MI APART. I TURNED BOTH ACFT TO A 320 DEG HDG TO PARALLEL THEIR COURSES. 'CONFLICT ALERT' WENT OFF. BOTH ACFT WERE PARALLEL ABOUT 2 1/2 MI AND 600 FT. DURING HVY TFC PERIODS, MGMNT SHOULD ENSURE THAT RELIEFS ARE MADE. I WAS TIRED, FATIGUED AND WAS NOT KEEPING UP WITH TFC.
