Narrative:
I was working as the radar approach controller at csg approach, which provides IFR service to acj airport, an uncontrolled field. An aircraft on IFR flight plan was handed off to me. As he was to land at americus, I advised him, on initial contact, to expect the localizer runway 23 approach. The pilot told me that it was notamed out. I called mcn automated FSS and was told that both the localizer and NDB (which supports another approach into the airport) were notamed OTS. We, the controling facility, were never advised and the navaids had been out for several days. Had the pilot not been diligent in his flight planning, this could have been disastrous. There is no mechanism in place, for ATC facilities especially, to verify the status of and receipt of NOTAMS.

Title: CTLR ADVISED PLT TO EXPECT A LOC RWY 23 APCH TO A SATELLITE ARPT. THE PLT NOTIFIED CTLR THAT THE LOC HAD BEEN NOTAMED OTS.
Narrative: I WAS WORKING AS THE RADAR APCH CTLR AT CSG APCH, WHICH PROVIDES IFR SVC TO ACJ ARPT, AN UNCTLED FIELD. AN ACFT ON IFR FLT PLAN WAS HANDED OFF TO ME. AS HE WAS TO LAND AT AMERICUS, I ADVISED HIM, ON INITIAL CONTACT, TO EXPECT THE LOC RWY 23 APCH. THE PLT TOLD ME THAT IT WAS NOTAMED OUT. I CALLED MCN AUTOMATED FSS AND WAS TOLD THAT BOTH THE LOC AND NDB (WHICH SUPPORTS ANOTHER APCH INTO THE ARPT) WERE NOTAMED OTS. WE, THE CTLING FACILITY, WERE NEVER ADVISED AND THE NAVAIDS HAD BEEN OUT FOR SEVERAL DAYS. HAD THE PLT NOT BEEN DILIGENT IN HIS FLT PLANNING, THIS COULD HAVE BEEN DISASTROUS. THERE IS NO MECHANISM IN PLACE, FOR ATC FACILITIES ESPECIALLY, TO VERIFY THE STATUS OF AND RECEIPT OF NOTAMS.
