Narrative:
This is a statement of a continuing problem. I was parking a dhc-8 on our crowded dtw ramp. Our major airline partner also shares this ramp space with its bag carts. They frequently park them over the safe lines because of a lack of space. This was the case today. The marshaller wanted me to taxi on the normal taxi lines, I taxied away from his instructions and away from the bag carts. Had I followed his instructions I may have struck a propeller on a cart. Our rampers are not allowed to move air carrier's carts. Air carrier is slow to move them on request. We were running very late. Our policy is to wait for all equipment to be moved to the safe side of the line. I chose a very safe option in parking the aircraft. I wasn't sure that the carts were over the line because the line is so difficult to see. They just looked too close. I advised all ramp supervisors that it is their responsibility to ensure that all equipment is behind the safe lines. They are in the best position to see everything. There was an FAA inspector on the ramp and may have observed the parking.

Title: MDT PARKING ON RAMP TAXIES AROUND BAGGAGE CARTS PARKED INSIDE THE SAFE LINES.
Narrative: THIS IS A STATEMENT OF A CONTINUING PROB. I WAS PARKING A DHC-8 ON OUR CROWDED DTW RAMP. OUR MAJOR AIRLINE PARTNER ALSO SHARES THIS RAMP SPACE WITH ITS BAG CARTS. THEY FREQUENTLY PARK THEM OVER THE SAFE LINES BECAUSE OF A LACK OF SPACE. THIS WAS THE CASE TODAY. THE MARSHALLER WANTED ME TO TAXI ON THE NORMAL TAXI LINES, I TAXIED AWAY FROM HIS INSTRUCTIONS AND AWAY FROM THE BAG CARTS. HAD I FOLLOWED HIS INSTRUCTIONS I MAY HAVE STRUCK A PROP ON A CART. OUR RAMPERS ARE NOT ALLOWED TO MOVE ACR'S CARTS. ACR IS SLOW TO MOVE THEM ON REQUEST. WE WERE RUNNING VERY LATE. OUR POLICY IS TO WAIT FOR ALL EQUIP TO BE MOVED TO THE SAFE SIDE OF THE LINE. I CHOSE A VERY SAFE OPTION IN PARKING THE ACFT. I WASN'T SURE THAT THE CARTS WERE OVER THE LINE BECAUSE THE LINE IS SO DIFFICULT TO SEE. THEY JUST LOOKED TOO CLOSE. I ADVISED ALL RAMP SUPVRS THAT IT IS THEIR RESPONSIBILITY TO ENSURE THAT ALL EQUIP IS BEHIND THE SAFE LINES. THEY ARE IN THE BEST POS TO SEE EVERYTHING. THERE WAS AN FAA INSPECTOR ON THE RAMP AND MAY HAVE OBSERVED THE PARKING.
