Narrative:
Civil air patrol flight to verify obstacle clearance for low level high speed military training flts. We were to fly both sides of route centerline and obtain map coordinates of any obstacle more than 35 ft to 50 ft in ht (excluding trees and rocks). Several times, we passed over small herds of cattle windmills, and drill rigs. If we needed, we would circle and verify map coordinates, items, ht, etc. Once we were really puzzled by what turned out to be 6 white horses in a steep mountain valley. Once I circled what appeared to be an injured animal. Once, while we were getting coordinates, we flew by some cowboys. They called for information and were annoyed that the cattle had scattered. We were in the most desolate country I've ever seen. If we overflew any persons on the ground, it was unintentional, and very unlikely. However, the cowboys did see us.
