Narrative:
Air carrier X FK10/right was wbound J-64 level at FL260. Air carrier Y b- 737S/right was direct ton climbing to FL250. X advised ATC he was responding to an RA and climbed to FL280. Y appeared to be climbing at approximately 2500 FPM. A third aircraft could have been a factor. Aircraft was at FL280, nwbound on J-211. Approximately 15 mi south of X on a converging course. No loss of separation occurred. X also advised ATC he needed to deviation south of J-64 due to WX. X subsequently requested FL310. X was cleared to maintain FL270, due to third aircraft at FL280. The maneuver appeared to be both excessive and unnecessary from my perspective. It also could have been very dangerous, had the third aircraft been closer.
