Narrative:
Immediately after takeoff from sgf, an assigned turn/heading 140 degrees, TCASII RA of 'traffic...climb, climb' -- I had a chance to look out the forward window to see a high wing cessna very close (altitude within 100 ft from TCASII, distance approximately 1/8 mi) maneuvering to dive away and below us while we simultaneously followed RA instructions. About this time tower controller advises of '11 O'clock traffic less than a mi.' we missed the other aircraft and were told to contact departure. I called the tower back to say 'what's up?' he responded, and made it sound like he was exasperated with me for asking! That the cessna was talking to approach, was VFR at 2500 ft MSL and had turned, on his own, into our departure path. There was no explanation why we were cleared to takeoff into the (even) near path of another aircraft opposing our direction of flight or altitude!

Title: TCASII RA.
Narrative: IMMEDIATELY AFTER TKOF FROM SGF, AN ASSIGNED TURN/HDG 140 DEGS, TCASII RA OF 'TFC...CLB, CLB' -- I HAD A CHANCE TO LOOK OUT THE FORWARD WINDOW TO SEE A HIGH WING CESSNA VERY CLOSE (ALT WITHIN 100 FT FROM TCASII, DISTANCE APPROX 1/8 MI) MANEUVERING TO DIVE AWAY AND BELOW US WHILE WE SIMULTANEOUSLY FOLLOWED RA INSTRUCTIONS. ABOUT THIS TIME TWR CTLR ADVISES OF '11 O'CLOCK TFC LESS THAN A MI.' WE MISSED THE OTHER ACFT AND WERE TOLD TO CONTACT DEP. I CALLED THE TWR BACK TO SAY 'WHAT'S UP?' HE RESPONDED, AND MADE IT SOUND LIKE HE WAS EXASPERATED WITH ME FOR ASKING! THAT THE CESSNA WAS TALKING TO APCH, WAS VFR AT 2500 FT MSL AND HAD TURNED, ON HIS OWN, INTO OUR DEP PATH. THERE WAS NO EXPLANATION WHY WE WERE CLRED TO TKOF INTO THE (EVEN) NEAR PATH OF ANOTHER ACFT OPPOSING OUR DIRECTION OF FLT OR ALT!
