Narrative:
We were cleared for the runway 25L ILS approach, and told that a commuter Y aircraft was to follow behind and land on runway 25R. We never had the aircraft in sight and never acknowledged that we did. At approximately 1500 ft AGL, TCASII issued TA and RA for a target which appeared to be immediately overhead (TCASII ordered steep descent). The RA continued throughout the next 1000 ft of descent, and our complete attention was focused on averting a midair with an unknown aircraft. At about 500 ft a brasilia turboprop appeared at the same altitude on approximately 100 yards away, overtaking us from behind. This is a dangerous, unnecessary way to allow arrs into lax. The incident could have easily been avoided if the aircraft from the south was assigned runway 25L and the straight in aircraft (our aircraft), runway 25R. Both pilots could have kept each other in sight at all times and no 'crossover' maneuver would have been necessary. I cannot stress how uncomfortable, and dangerous, this apparently-acceptable procedure is at lax.
Original NASA ASRS Text
Title: ACR X TCASII TA RA WITH ACR Y MAKING VISUAL APCH TO PARALLEL RWY.
Narrative: WE WERE CLRED FOR THE RWY 25L ILS APCH, AND TOLD THAT A COMMUTER Y ACFT WAS TO FOLLOW BEHIND AND LAND ON RWY 25R. WE NEVER HAD THE ACFT IN SIGHT AND NEVER ACKNOWLEDGED THAT WE DID. AT APPROX 1500 FT AGL, TCASII ISSUED TA AND RA FOR A TARGET WHICH APPEARED TO BE IMMEDIATELY OVERHEAD (TCASII ORDERED STEEP DSCNT). THE RA CONTINUED THROUGHOUT THE NEXT 1000 FT OF DSCNT, AND OUR COMPLETE ATTN WAS FOCUSED ON AVERTING A MIDAIR WITH AN UNKNOWN ACFT. AT ABOUT 500 FT A BRASILIA TURBOPROP APPEARED AT THE SAME ALT ON APPROX 100 YARDS AWAY, OVERTAKING US FROM BEHIND. THIS IS A DANGEROUS, UNNECESSARY WAY TO ALLOW ARRS INTO LAX. THE INCIDENT COULD HAVE EASILY BEEN AVOIDED IF THE ACFT FROM THE S WAS ASSIGNED RWY 25L AND THE STRAIGHT IN ACFT (OUR ACFT), RWY 25R. BOTH PLTS COULD HAVE KEPT EACH OTHER IN SIGHT AT ALL TIMES AND NO 'CROSSOVER' MANEUVER WOULD HAVE BEEN NECESSARY. I CANNOT STRESS HOW UNCOMFORTABLE, AND DANGEROUS, THIS APPARENTLY-ACCEPTABLE PROC IS AT LAX.
