Narrative:
At XL10 on the sea 068 degree radial at approximately 15 DME sea departure on 119.20 received a frequency change. Before the change could be initiated received TCASII TA target was at 12 O'clock approximately 5 mi 500 ft above us. We were climbing through approximately 11-500 ft. Visual contact made. Climb stopped and left turn initiated to avoid traffic. At same time visual contact made and action taken -- the TA changed to an RA with descend. Controller said traffic had just popped up. Target passed off our right approximately 1-2 mi.

Title: TCASII TA ACFT SIGHTED COMMENCED TURN AND STOPPED CLB. RA OCCURRED DSND. CTLR SAID IT WAS A POP-UP.
