Narrative:
On jul/xx/94, a request was made to activate the eureka MOA (MOA). The sector 02 manual controller approved activation of the MOA up to FL310 even though air carrier a was in the MOA at FL310. I immediately climbed air carrier a to FL320 in order to sterilize the MOA. At XX15 local CST I was relieved of responsibilities by a trainee (controller B) and his instructor (controller C). A relief briefing was in progress in which the trainee and instructor were informed about all activities pertaining to the sector and all operations and/or potential problems that were existing. The trainee stated that he would accept the sector the way it was without any problems or apprehension. The trainee was asked twice if there were any questions. Twice the trainee stated 'he had no questions and that he had it.' I unplugged from the sector and took a break. At XX18 local CST air carrier B at FL310 entered the eureka MOA. On jul/xx/94, the same day of the airspace deviation the instructor of the trainee was decertified as the controller responsible and then the instructor was retrained and recertified. I, the controller who was relieved, was allowed to work all assigned shifts and sector assignments until aug/xx/94. At XX30 local CST on aug/xx/94 it was determined that I was a contributory factor in the airspace deviation that occurred on jul/xx/94. At this time XX30 local CST on aug/xx/94 I was suspended from all duties until further investigation. On aug/xx/94 I was decertified from the jul/xx/94 incident, but no blame as of aug/xx/94 XX00 local CST had been placed on me. I was allowed for 13 calendar days and 8 working days to work all operating positions in the flint hills area. Now all of a sudden I am the culprit.

Title: ATC ALLOWED ACR B TO ENTER ACTIVE MOA.
Narrative: ON JUL/XX/94, A REQUEST WAS MADE TO ACTIVATE THE EUREKA MOA (MOA). THE SECTOR 02 MANUAL CTLR APPROVED ACTIVATION OF THE MOA UP TO FL310 EVEN THOUGH ACR A WAS IN THE MOA AT FL310. ON JUL/XX/94, THE SAME DAY OF THE AIRSPACE DEV THE INSTRUCTOR OF THE TRAINEE WAS DECERTIFIED AS THE CTLR RESPONSIBLE AND THEN THE INSTRUCTOR WAS RETRAINED AND RECERTIFIED. I, THE CTLR WHO WAS RELIEVED, WAS ALLOWED TO WORK ALL ASSIGNED SHIFTS AND SECTOR ASSIGNMENTS UNTIL AUG/XX/94. AT XX30 LCL CST ON AUG/XX/94 IT WAS DETERMINED THAT I WAS A CONTRIBUTORY FACTOR IN THE AIRSPACE DEV THAT OCCURRED ON JUL/XX/94. AT THIS TIME XX30 LCL CST ON AUG/XX/94 I WAS SUSPENDED FROM ALL DUTIES UNTIL FURTHER INVESTIGATION. ON AUG/XX/94 I WAS DECERTIFIED FROM THE JUL/XX/94 INCIDENT, BUT NO BLAME AS OF AUG/XX/94 XX00 LCL CST HAD BEEN PLACED ON ME. I WAS ALLOWED FOR 13 CALENDAR DAYS AND 8 WORKING DAYS TO WORK ALL OPERATING POSITIONS IN THE FLINT HILLS AREA. NOW ALL OF A SUDDEN I AM THE CULPRIT.
