Narrative:
PIC has (2) place exemption and basic flight instructions. PIC has been flying ult's for 15 yrs (got private license after flying ult's), and went on to ATP. I have interpreted part 103 as stand alone far but, in conversation with FAA, aviation safety inspectors was told ult's are still under all parts of 91. (Meeting was a chance meeting and not relating to my flying.) 10 yrs ago I had spoken with FAA inspector in washington who wrote 103 and asked him if I am cruising at 35 mph if it made sense to divide 500 ft by 4 (since I was about 1/4 the speed of many GA aircraft) and stay away from boats, etc. By 100-130 FPM. He agreed that he thought it would be safe operation. I did not get this in writing. I have been adhering to these standards for 10 yrs. Part 103 only stated 'not over an open air assembly of people or over the congested area of a city, town or settlement.'

Title: PLT OF AN ULT WAS ADVISED BY AN FAA INSPECTOR THAT HE WAS REQUIRED TO COMPLY WITH FAR 91 OPERATING RULES WHICH HE HAD NOT BEEN DOING FOR 10 YRS OF ULT FLT.
Narrative: PIC HAS (2) PLACE EXEMPTION AND BASIC FLT INSTRUCTIONS. PIC HAS BEEN FLYING ULT'S FOR 15 YRS (GOT PVT LICENSE AFTER FLYING ULT'S), AND WENT ON TO ATP. I HAVE INTERPRETED PART 103 AS STAND ALONE FAR BUT, IN CONVERSATION WITH FAA, AVIATION SAFETY INSPECTORS WAS TOLD ULT'S ARE STILL UNDER ALL PARTS OF 91. (MEETING WAS A CHANCE MEETING AND NOT RELATING TO MY FLYING.) 10 YRS AGO I HAD SPOKEN WITH FAA INSPECTOR IN WASHINGTON WHO WROTE 103 AND ASKED HIM IF I AM CRUISING AT 35 MPH IF IT MADE SENSE TO DIVIDE 500 FT BY 4 (SINCE I WAS ABOUT 1/4 THE SPD OF MANY GA ACFT) AND STAY AWAY FROM BOATS, ETC.
