Narrative:
The local control position failed (icss-frequencys only). The position was unusable for about 5 mins. The local controller had to shift to the ground control position, and the ground controller moved to clearance delivery in order to continue operations. Local control was restored by maintenance resetting the icss at local control. This situation has happened several times, and at least 1 time during extremely busy traffic, local control and ground control failed a ucr was filed on the later failure.

Title: ATC EQUIP PROB ICSS POS FAILED.
Narrative: THE LCL CTL POS FAILED (ICSS-FREQS ONLY). THE POS WAS UNUSABLE FOR ABOUT 5 MINS. THE LCL CTLR HAD TO SHIFT TO THE GND CTL POS, AND THE GND CTLR MOVED TO CLRNC DELIVERY IN ORDER TO CONTINUE OPS. LCL CTL WAS RESTORED BY MAINT RESETTING THE ICSS AT LCL CTL. THIS SIT HAS HAPPENED SEVERAL TIMES, AND AT LEAST 1 TIME DURING EXTREMELY BUSY TFC, LCL CTL AND GND CTL FAILED A UCR WAS FILED ON THE LATER FAILURE.
