Narrative:
The radios on the ground control position failed while several aircraft were on frequency. Callback conversation with reporter revealed the following information: reporter stated a ucr has been filed. Rubber mats have been placed in front of position to eliminate static electricity. Maintenance technicians are working on grounding the tower to eliminate the problem. Position can be reset by controller but takes about 1 min. Emergency gonset set is available to transmit and receive on ground control frequency.

Narrative: THE RADIOS ON THE GND CTL POS FAILED WHILE SEVERAL ACFT WERE ON FREQ. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED A UCR HAS BEEN FILED.
