Narrative:

2 F-16's inbound to hill AFB from uttr restr area. Pilot asked for PAR low approach. I assigned a 070 degree heading and 9000 ft. Later I changed the heading to 060 degrees and restated 9000 ft. The pilot descended to 7000 ft in a 9000 ft MVA. He said that when I gave him a 060 degree heading I gave him 7000 ft. Pilot was at approximately 8500 ft a few mi in the MVA when I first noticed. Hill tower says they heard me issue 7000 ft. I still am not sure if I gave 7000 ft or 9000 ft. The flight plan said 9000 ft. Luckily the day was VFR and he had passed the mountains that the MVA protects.
