Narrative:
After departing runway 18 at uin and passing through 200-300 ft AGL, I noticed a cessna at our 1 O'clock position approximately 400 ft above us heading east. I immediately arrested our climb and cessna passed overhead by approximately 200 ft and slightly ahead of us. After verifying that we were clear of conflict resumed climb and proceeded to destination. During taxi to runway first officer made numerous calls on unicom advising any traffic of our intentions to taxi to and depart runway 18. At this time we heard and observed no other traffic. Just prior to departure we scanned traffic area for possible traffic and advised unicom we were departing runway 18 with a sbound departure. Again, all during this time heard and saw no traffic. After near miss, pilot in cessna broadcasted on unicom that he was turning downwind for runway 18. If cessna had flown common pattern practices and utilized unicom frequency situation could have been avoided.

Title: A NMAC OCCURRED WHEN AN ARRIVING ACFT ENTERED THE PATTERN OF A NON TWR ARPT ON XWIND OF THE ACTIVE RWY WITHOUT MAKING RADIO CALLS.
Narrative: AFTER DEPARTING RWY 18 AT UIN AND PASSING THROUGH 200-300 FT AGL, I NOTICED A CESSNA AT OUR 1 O'CLOCK POS APPROX 400 FT ABOVE US HDG E. I IMMEDIATELY ARRESTED OUR CLB AND CESSNA PASSED OVERHEAD BY APPROX 200 FT AND SLIGHTLY AHEAD OF US. AFTER VERIFYING THAT WE WERE CLR OF CONFLICT RESUMED CLB AND PROCEEDED TO DEST. DURING TAXI TO RWY FO MADE NUMEROUS CALLS ON UNICOM ADVISING ANY TFC OF OUR INTENTIONS TO TAXI TO AND DEPART RWY 18. AT THIS TIME WE HEARD AND OBSERVED NO OTHER TFC. JUST PRIOR TO DEP WE SCANNED TFC AREA FOR POSSIBLE TFC AND ADVISED UNICOM WE WERE DEPARTING RWY 18 WITH A SBOUND DEP. AGAIN, ALL DURING THIS TIME HEARD AND SAW NO TFC. AFTER NEAR MISS, PLT IN CESSNA BROADCASTED ON UNICOM THAT HE WAS TURNING DOWNWIND FOR RWY 18. IF CESSNA HAD FLOWN COMMON PATTERN PRACTICES AND UTILIZED UNICOM FREQ SIT COULD HAVE BEEN AVOIDED.
