Narrative:

Flight ba-super 3100 jfk-swf approximately XA00Z sep/xx/94. I was captain and 'a' was the first officer. We taxied to jfk runway 31R and stopped #2 behind B. They were cleared into position. We taxied to the hold lines and I set the parking brake. Air carrier C landed and we were told to taxi into position and hold. I released parking brake and we completed the line-up checklist to the flows. We taxied into position and I held the toe brakes. We were cleared for takeoff and completed the line-up checklist. I applied the power (it was my leg) and released the toe brakes the aircraft hesitated and vibrated due to the power inputs and then tried to yaw to the right. I thought I had somehow left the propeller start locks on, so I applied the toe brakes, pulled both engines into reverse and re-released the brakes. The aircraft just sat there and shuddered. I instantly set the toe brakes, reached down and set and released the parking brake and rereleased the toe brakes. The aircraft would not budge. I called the tower and advised them that our brakes were locked and we could not move. They sent C around. I asked C on the tower frequency if they were indeed going around and they advised me they were. The tower also confirmed they were going around. I told a he had the radios and I talked to the passenger. I said, 'we have a problem with our parking brake, but there is no need for alarm, do not try to get out of the aircraft! We will have the problem solved in a few mins, we are not in any danger.' once the immediate concerns were addressed I focused my attention on trying to get the brakes released. I set and released the parking brake several times (sometimes easy and some hard yanks) but could not release the brakes. I had my feet on the floor and told first officer to try his toe brakes, he did to no avail. I became somewhat frustrated and did a combination of setting and releasing the parking brake, pushing and releasing the toe brakes and pulling the engines into reverse and forward and something let loose and we moved forward. I advised the tower we were clear of runway 31R and she asked if we were across the hold short bars. I said no and came up on company frequency and asked the 2 jetstreams that were waiting for us if they saw any smoke coming out of the brakes (there should not have been any since there was no friction involved to heat them up, but just to be sure). They said no. By this time fire rescue was surrounding us. Tower advised us to hold our position. Sergeant of the port authority/authorized police walked around the aircraft and visually inspected for smoke and fire and advised the tower. They advised us. Sergeant came up to the aircraft and asked us to shut down #1 so he could check for heat. We did. No heat. He asked us if we wanted to taxi forward and clear the hold short bars and I said yes. I reevaluated that decision and advised tower that we were going to shut down both engines and get towed back. We called maintenance and advised them of our situation, and someone from maintenance came out and looked at the brakes and advised us there was no heat from the brakes (we knew there was not as explained above). They advised us that the brakes were released (we knew that also as we had just taxied up). The maintenance guy cleared us to start #2. I said no, we did not know the status of the brakes, were surrounded by emergency vehicles in front and back of us, and still had our passenger on board. By this time the duty manager of the airport, shift manager, were at the aircraft. We had 2 vans come to the aircraft and unloaded the passenger. Maintenance wanted us to start the aircraft and taxi it to the ramp. I did not think that was a wise idea and expressed that opinion. Sgt D agreed and we had the aircraft towed to the ramp. We continued the rest of our trip as scheduled in another aircraft.

Title: BRAKES WOULD NOT RELEASE.

Narrative: FLT BA-SUPER 3100 JFK-SWF APPROX XA00Z SEP/XX/94. I WAS CAPT AND 'A' WAS THE FO. WE TAXIED TO JFK RWY 31R AND STOPPED #2 BEHIND B. THEY WERE CLRED INTO POS. WE TAXIED TO THE HOLD LINES AND I SET THE PARKING BRAKE. ACR C LANDED AND WE WERE TOLD TO TAXI INTO POS AND HOLD. I RELEASED PARKING BRAKE AND WE COMPLETED THE LINE-UP CHKLIST TO THE FLOWS. WE TAXIED INTO POS AND I HELD THE TOE BRAKES. WE WERE CLRED FOR TKOF AND COMPLETED THE LINE-UP CHKLIST. I APPLIED THE PWR (IT WAS MY LEG) AND RELEASED THE TOE BRAKES THE ACFT HESITATED AND VIBRATED DUE TO THE PWR INPUTS AND THEN TRIED TO YAW TO THE R. I THOUGHT I HAD SOMEHOW LEFT THE PROP START LOCKS ON, SO I APPLIED THE TOE BRAKES, PULLED BOTH ENGS INTO REVERSE AND RE-RELEASED THE BRAKES. THE ACFT JUST SAT THERE AND SHUDDERED. I INSTANTLY SET THE TOE BRAKES, REACHED DOWN AND SET AND RELEASED THE PARKING BRAKE AND RERELEASED THE TOE BRAKES. THE ACFT WOULD NOT BUDGE. I CALLED THE TWR AND ADVISED THEM THAT OUR BRAKES WERE LOCKED AND WE COULD NOT MOVE. THEY SENT C AROUND. I ASKED C ON THE TWR FREQ IF THEY WERE INDEED GOING AROUND AND THEY ADVISED ME THEY WERE. THE TWR ALSO CONFIRMED THEY WERE GOING AROUND. I TOLD A HE HAD THE RADIOS AND I TALKED TO THE PAX. I SAID, 'WE HAVE A PROB WITH OUR PARKING BRAKE, BUT THERE IS NO NEED FOR ALARM, DO NOT TRY TO GET OUT OF THE ACFT! WE WILL HAVE THE PROB SOLVED IN A FEW MINS, WE ARE NOT IN ANY DANGER.' ONCE THE IMMEDIATE CONCERNS WERE ADDRESSED I FOCUSED MY ATTN ON TRYING TO GET THE BRAKES RELEASED. I SET AND RELEASED THE PARKING BRAKE SEVERAL TIMES (SOMETIMES EASY AND SOME HARD YANKS) BUT COULD NOT RELEASE THE BRAKES. I HAD MY FEET ON THE FLOOR AND TOLD FO TO TRY HIS TOE BRAKES, HE DID TO NO AVAIL. I BECAME SOMEWHAT FRUSTRATED AND DID A COMBINATION OF SETTING AND RELEASING THE PARKING BRAKE, PUSHING AND RELEASING THE TOE BRAKES AND PULLING THE ENGS INTO REVERSE AND FORWARD AND SOMETHING LET LOOSE AND WE MOVED FORWARD. I ADVISED THE TWR WE WERE CLR OF RWY 31R AND SHE ASKED IF WE WERE ACROSS THE HOLD SHORT BARS. I SAID NO AND CAME UP ON COMPANY FREQ AND ASKED THE 2 JETSTREAMS THAT WERE WAITING FOR US IF THEY SAW ANY SMOKE COMING OUT OF THE BRAKES (THERE SHOULD NOT HAVE BEEN ANY SINCE THERE WAS NO FRICTION INVOLVED TO HEAT THEM UP, BUT JUST TO BE SURE). THEY SAID NO. BY THIS TIME FIRE RESCUE WAS SURROUNDING US. TWR ADVISED US TO HOLD OUR POS. SERGEANT OF THE PORT AUTH POLICE WALKED AROUND THE ACFT AND VISUALLY INSPECTED FOR SMOKE AND FIRE AND ADVISED THE TWR. THEY ADVISED US. SERGEANT CAME UP TO THE ACFT AND ASKED US TO SHUT DOWN #1 SO HE COULD CHK FOR HEAT. WE DID. NO HEAT. HE ASKED US IF WE WANTED TO TAXI FORWARD AND CLR THE HOLD SHORT BARS AND I SAID YES. I REEVALUATED THAT DECISION AND ADVISED TWR THAT WE WERE GOING TO SHUT DOWN BOTH ENGS AND GET TOWED BACK. WE CALLED MAINT AND ADVISED THEM OF OUR SIT, AND SOMEONE FROM MAINT CAME OUT AND LOOKED AT THE BRAKES AND ADVISED US THERE WAS NO HEAT FROM THE BRAKES (WE KNEW THERE WAS NOT AS EXPLAINED ABOVE). THEY ADVISED US THAT THE BRAKES WERE RELEASED (WE KNEW THAT ALSO AS WE HAD JUST TAXIED UP). THE MAINT GUY CLRED US TO START #2. I SAID NO, WE DID NOT KNOW THE STATUS OF THE BRAKES, WERE SURROUNDED BY EMERGENCY VEHICLES IN FRONT AND BACK OF US, AND STILL HAD OUR PAX ON BOARD. BY THIS TIME THE DUTY MGR OF THE ARPT, SHIFT MGR, WERE AT THE ACFT. WE HAD 2 VANS COME TO THE ACFT AND UNLOADED THE PAX. MAINT WANTED US TO START THE ACFT AND TAXI IT TO THE RAMP. I DID NOT THINK THAT WAS A WISE IDEA AND EXPRESSED THAT OPINION. SGT D AGREED AND WE HAD THE ACFT TOWED TO THE RAMP. WE CONTINUED THE REST OF OUR TRIP AS SCHEDULED IN ANOTHER ACFT.
