Narrative:
We had flown the red eye from sfo to clt and were tired, as can be expected. We got the ATIS and they were landing south in clt. A new ATIS came out and they changed the landing runways to the north with winds calm due to noise abatement. However, runway 36L and 18R was 0 RVR in fog and the end of runway 36R could not be seen from the tower due to fog. But the tower visibility was 2 mi out over runway 18L. These WX facts we saw after we made our first approach to clt. As I made the approach to runway 36R 2 or 3 aircraft in front of me missed the approach. As we reached the decision ht we also missed and shortly after went into clear sky and saw the terminal, tower and 3/4 of runway 28L including the landing zone. Clt told us to turn left and fly a heading for the missed approach. We told them an approach to runway 18L would get all of us in. 1 mi from a fix they established at 15 DME on the clt 270 degree radial they gave us holding instructions. I entered the hold but I'm not sure it was entered or held correctly but clt said nothing to us about it. We were about to proceed to our alternate when clt changed the runway back to runway 18L and vectored us back for the approach. Then they vectored us too close behind an aircraft and had to vector us back around for another approach where I got runway 18L in sight 2 mi from the airport and landed. Also dispatch had changed our alternate after the holding pattern giving us more fuel. This entire mess was cause by clt noise abatement. Safety should be first and with this in mind clt should have left the airport in a south operation but I feel they cause 75 percent of their problems by having us make approachs to runways they knew we would miss approach on in the interest of noise abatement.

Title: FLC OF MLG ENTERED AND HELD HOLDING CONTRARY TO HOLDING INSTRUCTIONS AFTER MISSED APCH DUE TO ARPT FOG.
Narrative: WE HAD FLOWN THE RED EYE FROM SFO TO CLT AND WERE TIRED, AS CAN BE EXPECTED. WE GOT THE ATIS AND THEY WERE LNDG S IN CLT. A NEW ATIS CAME OUT AND THEY CHANGED THE LNDG RWYS TO THE N WITH WINDS CALM DUE TO NOISE ABATEMENT. HOWEVER, RWY 36L AND 18R WAS 0 RVR IN FOG AND THE END OF RWY 36R COULD NOT BE SEEN FROM THE TWR DUE TO FOG. BUT THE TWR VISIBILITY WAS 2 MI OUT OVER RWY 18L. THEN THEY VECTORED US TOO CLOSE BEHIND AN ACFT AND HAD TO VECTOR US BACK AROUND FOR ANOTHER APCH WHERE I GOT RWY 18L IN SIGHT 2 MI FROM THE ARPT AND LANDED. ALSO DISPATCH HAD CHANGED OUR ALTERNATE AFTER THE HOLDING PATTERN GIVING US MORE FUEL. THIS ENTIRE MESS WAS CAUSE BY CLT NOISE ABATEMENT. SAFETY SHOULD BE FIRST AND WITH THIS IN MIND CLT SHOULD HAVE LEFT THE ARPT IN A S OP BUT I FEEL THEY CAUSE 75 PERCENT OF THEIR PROBS BY HAVING US MAKE APCHS TO RWYS THEY KNEW WE WOULD MISS APCH ON IN THE INTEREST OF NOISE ABATEMENT.
