Narrative:
During cruise climb from pao toward sck, I saw an aircraft approximately 5 mi, 1-2 O'clock, descending. As aircraft came closer, I idented it as a 737, still descending. I stopped climb and prepared to take evasive action if necessary, but adequate separation resulted, although I have never seen an air carrier at that low of an altitude in that area. I had contacted bay approach after departure but was told to standby by due to workload. I never heard approach call the traffic (me) for the 737, although air carrier may have been on another frequency. The fremont area is apparently a place where changes from one sector to another occur.
