Narrative:

On descent into tlh passing FL240 left engine failed. Followed checklist quick relight procedures with negative results. Continued with engine shutdown and in-flight relight procedures. Engine relit but would not accelerate to idle. Movement of throttle did not produce fuel flow increase or engine acceleration. Engine shutdown per checklist. Declared emergency and proceeded direct tlh. Used runway 9 due to length. Normal landing and taxi to gate. No other problems.
