Narrative:
Problem is vectoring aircraft for visual approachs on parallel runways side by side. The other pilot said we were in sight yet he was doing 250 KTS, 10 mi out, flew under us during our descending for landing and not getting out of way. Our TCASII saved a lot of people's lives today! Didn't know of problem until warned by TCASII. Controller didn't keep enough separation nor warn us when separation is close. Frequency was very congested so I was unable to query ATC.

Narrative: PROB IS VECTORING ACFT FOR VISUAL APCHS ON PARALLEL RWYS SIDE BY SIDE. THE OTHER PLT SAID WE WERE IN SIGHT YET HE WAS DOING 250 KTS, 10 MI OUT, FLEW UNDER US DURING OUR DSNDING FOR LNDG AND NOT GETTING OUT OF WAY. OUR TCASII SAVED A LOT OF PEOPLE'S LIVES TODAY! DIDN'T KNOW OF PROB UNTIL WARNED BY TCASII. CTLR DIDN'T KEEP ENOUGH SEPARATION NOR WARN US WHEN SEPARATION IS CLOSE. FREQ WAS VERY CONGESTED SO I WAS UNABLE TO QUERY ATC.
