Narrative:
A 4 wheel all terrain vehicle came out of a wooded area and stopped just short of the approach end of the runway. There were 2 people on the vehicle. It was a wkend and no airport management are on the field. The police department was called but the atv left before they arrived. About an hour later the same atv and another vehicle did the same thing. Again the police were called but the vehicles left before they arrived. A number of aircraft had to be send around because the local controller didn't know if they would go on the runway. I suggested to the airport management that concrete jersey barriers be put in place were these vehicles enter the airport. There are certain paths that lead onto the airport and if these paths are blocked off then it would help get the message to anyone using those paths. I have made several reports to NASA about the deer problem at this airport. To my knowledge not much of anything has been done. The deer problem is getting worse and with the winter coming up we can expect snowmobiles to encroach on the airport surface. Callback conversation with reporter revealed the following information: reporter stated the facility manager is a temperature manager and has not notified the region about the problem. Reporter advised to contact airports district office and call administrators hotline.

Title: POSSIBLE RWY INCURSIONS FROM ATV'S AND SNOWMOBILES DUE TO LACK OF ARPT FENCING.
Narrative: A 4 WHEEL ALL TERRAIN VEHICLE CAME OUT OF A WOODED AREA AND STOPPED JUST SHORT OF THE APCH END OF THE RWY. THERE WERE 2 PEOPLE ON THE VEHICLE. IT WAS A WKEND AND NO ARPT MGMNT ARE ON THE FIELD. THE POLICE DEPT WAS CALLED BUT THE ATV LEFT BEFORE THEY ARRIVED. ABOUT AN HR LATER THE SAME ATV AND ANOTHER VEHICLE DID THE SAME THING. AGAIN THE POLICE WERE CALLED BUT THE VEHICLES LEFT BEFORE THEY ARRIVED. A NUMBER OF ACFT HAD TO BE SEND AROUND BECAUSE THE LCL CTLR DIDN'T KNOW IF THEY WOULD GO ON THE RWY. I SUGGESTED TO THE ARPT MGMNT THAT CONCRETE JERSEY BARRIERS BE PUT IN PLACE WERE THESE VEHICLES ENTER THE ARPT. THERE ARE CERTAIN PATHS THAT LEAD ONTO THE ARPT AND IF THESE PATHS ARE BLOCKED OFF THEN IT WOULD HELP GET THE MESSAGE TO ANYONE USING THOSE PATHS. I HAVE MADE SEVERAL RPTS TO NASA ABOUT THE DEER PROB AT THIS ARPT. TO MY KNOWLEDGE NOT MUCH OF ANYTHING HAS BEEN DONE. THE DEER PROB IS GETTING WORSE AND WITH THE WINTER COMING UP WE CAN EXPECT SNOWMOBILES TO ENCROACH ON THE ARPT SURFACE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE FACILITY MGR IS A TEMP MGR AND HAS NOT NOTIFIED THE REGION ABOUT THE PROB. RPTR ADVISED TO CONTACT ARPTS DISTRICT OFFICE AND CALL ADMINISTRATORS HOTLINE.
