Narrative:

Near midair collision between uga X PA-31/right and unknown aircraft mwk to tys. Uga X departed mwk VFR and requested clearance from gso approach. Gso unable to issue clearance due to conflict with military flight (4/F- 15) in ir-721. Gso handed off uga X to ZTL sector 48 (wilkes) VFR. ZTL issued altimeter and called traffic on military flight. Uga X stated traffic in sight. Upon leaving 6000 ft uga X was issued clearance to tys. Pilot read back clearance. Conversation started by pilot. Asked 'can't gso see those guys.' informed pilot that ir-721 is terrain following and radar coverage intermittent. Advised I could not see most of route but I was painting military flight currently at 2000 ft 30 mi south of his position. I observed a trailer 10 mit. At this time, uga X said, 'who was that?' I informed uga X I was not painting any traffic. Uga X advised aircraft 'just missed us.' I asked what altitude the traffic was. He replied aircraft went just behind and below as he was passing 7100 ft MSL. I asked what kind of aircraft, but he didn't get a good look. He stated 'it was real fast.' 30 seconds after near miss I painted a primary target for 3 updates. Target was 5 mi outside ir-721 and fast. I assume it was one of the 4 f- 15's. If it was the F-15 that was involved, he was 15-20 mi outside of ir-721 and 2000 ft high at time of near midair collision without a functioning transponder. Military flight route: gsb ir-721 gsb. Time of incident: approximately XX00Z. This is the third near midair collision I've had in about 8 yrs working this airspace. All involved military aircraft popping up from terrain following rtes. 2 incidents involved no transponder operating.

I ASSUME IT WAS ONE OF THE 4 F- 15'S. IF IT WAS THE F-15 THAT WAS INVOLVED, HE WAS 15-20 MI OUTSIDE OF IR-721 AND 2000 FT HIGH AT TIME OF NMAC WITHOUT A FUNCTIONING XPONDER. MIL FLT RTE: GSB IR-721 GSB. TIME OF INCIDENT: APPROX XX00Z. THIS IS THE THIRD NMAC I'VE HAD IN ABOUT 8 YRS WORKING THIS AIRSPACE. ALL INVOLVED MIL ACFT POPPING UP FROM TERRAIN FOLLOWING RTES. 2 INCIDENTS INVOLVED NO XPONDER OPERATING.
