Narrative:
Frankfurt radar cleared flight to maintain 4000 ft. Approximately 20 NM east of fra, a high speed was authority/authorized. At the same time (within 3 mins) the TCASII RA commanded a descent. We descended approximately 400 ft and visually sighted a small high wing aircraft cross our 12 O'clock position overhead. TCASII showed '0' ft separation prior to our descent from 4000 ft.

Narrative: FRANKFURT RADAR CLRED FLT TO MAINTAIN 4000 FT. APPROX 20 NM E OF FRA, A HIGH SPD WAS AUTH. AT THE SAME TIME (WITHIN 3 MINS) THE TCASII RA COMMANDED A DSCNT. WE DSNDED APPROX 400 FT AND VISUALLY SIGHTED A SMALL HIGH WING ACFT CROSS OUR 12 O'CLOCK POS OVERHEAD. TCASII SHOWED '0' FT SEPARATION PRIOR TO OUR DSCNT FROM 4000 FT.
