Narrative:
Atx X was outbound pitty transition, level 9000 ft. Air carrier Y was inbound spa 059 degrees radial, 13000 descending to 10000 ft. Atx X was issued traffic 3 O'clock 8 mi. Said traffic insight, I issued climb instructions using visual separation (to 12000 ft). Air carrier Y was issued traffic but never saw atx X. Air carrier X said they had TCASII RA descended below assigned altitude and turned to avoid atx X.
