Narrative:
This is the 2ND ASRS I've written this yr (within 3 months) for exactly this same reason! This is twice I've had a near miss on departure from sgf, runway 20, in the left turn from initial 140 degrees assigned to a northerly heading to join on course. What are these controllers doing? Our departure is the same for stl 6 times (at least) per day. Aren't the tower controllers talking to departure? Why have I been launched twice like this to come into an evasive near miss situation?! What is sgf facility doing? Today we were launched, as usual, initial 140 degree heading handed to departure. Departure issues left to 040 degree climb 13000 ft and join trake arrival. In the turn controller asks,' are you in the turn to 040 degrees?' simultaneously we get a TCASII alert (TA only with RA disabled below 1500 ft AGL) for 1 O'clock traffic which the controller is just now pointing out!
