Narrative:
On the date above I witnessed a runway incursion. My manager was the one working ground control at the time. I'm too uncomfortable to confront her about this. After reviewing the tape, I realize what really happened. She taxied a cessna to the wrong runway, we had done a runway change maybe 20 mins earlier. She failed to realize this and because of that failed to coordination taxiing the aircraft to the crosswind runway. When the aircraft called ready requesting closed traffic, I just thought she forgot to coordination. I approved left closed traffic. A few mins later she taxied a twin cessna (C311) to the active and crossed this same crosswind runway with the cessna on about a half mi final. It was not really an unsafe situation, however, if she had held the twin short and asked to cross I probably would have denied it. My fear is since she taxied him to the wrong runway and doesn't realize that, that she thinks I didn't coordination a crosswind operation and it's my fault. When in reality it was she who didn't coordination.

I APPROVED L CLOSED TFC. A FEW MINS LATER SHE TAXIED A TWIN CESSNA (C311) TO THE ACTIVE AND CROSSED THIS SAME XWIND RWY WITH THE CESSNA ON ABOUT A HALF MI FINAL. IT WAS NOT REALLY AN UNSAFE SIT, HOWEVER, IF SHE HAD HELD THE TWIN SHORT AND ASKED TO CROSS I PROBABLY WOULD HAVE DENIED IT. MY FEAR IS SINCE SHE TAXIED HIM TO THE WRONG RWY AND DOESN'T REALIZE THAT, THAT SHE THINKS I DIDN'T COORD A XWIND OP AND IT'S MY FAULT. WHEN IN REALITY IT WAS SHE WHO DIDN'T COORD.
