Narrative:
Aircraft type: 1977 cessna model 210 turbo. Plan: pleasure flight in longview environs to include some practice maneuvers and approachs under full VFR conditions at gladewater and tyler. Duration of flight was to be 1.5 hours. WX: clear, visibility 6, wind 8. Aircraft wheeled out of hangar and preflted. Preflight included master on, listen for gyroscope, check fuel gauges. The first master on showed right fuel gauge full, left gauge 1/2 full. (All earlier occasions in aircraft showed fuel gauges accurate.) master off, to continue walk around. Cockpit preflight started with master on, gyroscope not audible, several operations of master did not activate the gyroscope. Fuel check same as before. Prepared to not go, but decided to see what an engine start-up would do for the electric gyroscope. Checklist procedure for engine start, electric gyroscope activated. ATIS current. Check-in with GGG ground. Checklist runup at H-13. Normal departure on runway 13 to northeast practice area. Spent less than 10 mins on slow cruise and vertical south's with turns, over lake O the pines, 20 mi north of longview. VFR west to 24 DME GGG VOR arc for VOR/DME approach to gladewater (07F). Practice baulked landing with go around. Landed at 07F, talked briefly on 122.9 with instructor at gladewater. Takeoff to tyler. Changed fuel tanks right to left. Tyr ATIS current. Set avionics for tyr frequencys. Contact approach, request practice VFR approach to VOR/DME runway 4 via chevy and rfour and pt approach terminates in missed approach to be followed with approach to ILS runway 13. Missed approach instruction: left turn to OM. During the outbound leg to pt, engine sputters. Switch tanks, operate auxiliary fuel pump, engine catches again. Right tank shows near full. Left task shows little less than 1/2 full. Contact tyr approach at OM outbound. Set localizer 109.9, ADF 320, do pt, capture tyr localizer at 2000 cleared for ILS 13 approach, report OM inbound. Set timer at OM. About 3 mi from runway 13 on the localizer and the GS, engine sputters again, fuel pumps operated, engine fires a couple of times, change to left tank, fuel pump operated again, engine won't start. Notice cannot reach tyr, declare an emergency, look for off-field landing opportunity, choose clump of bushes and small trees to execute a stalled 'pancake.' with this target, attempt to minimize forward and vertical speed and keep the nose of the aircraft up, land in bushes, turn off master, ignition. Passenger and pilot able to escape through right door to a clearing. Pilot returns to gather belongings. Both walk to nearest house, try to call tyr tower, but line is busy. Resident kindly drives us to terminal. Passenger has sustained some chest injuries, but is lucid and can walk. Ambulance EMS recommends hospital chkup. Pilot completely uninjured, briefly describes to civil air patrol and tower staff the last moments of the flight. A brief conversation was organized with representative of the FAA in dallas. Some brief details were given to the tyler sheriff. Staff at FBO alerted. Passenger is treated at medical center and after some time permitted to go home. Callback conversation with reporter revealed the following information: reporter states the insurance company wrote off the aircraft as totalled although the fuselage and airfoils were intact. NTSB has classified this as an incident. Reporter has tried to contact NTSB for further information without success. He did hear that there was fuel in both tanks and the engine did run. FAA has not communicated with him although he expected a letter. Indicated he will keep us posted if he gets any further information.
