Narrative:

Air carrier X (md-80) on final (ILS) runway 31R at 2000 ft, reduced to final approach speed. Air carrier Y (SHD6) east of the runway 31R final was to be vectored over the runway 31R final at 3000 ft for a visual approach to runway 31L. Air carrier Y with speed up overflies air carrier X and starts descending on the runway 31R final. Tower was not talking to air carrier Y and air carrier X was pulled out of final. Air carrier Y remained on the runway 31R final for 2 mi then side stepped to runway 31L and called tower. Callback conversation with reporter revealed the following information: reporter indicated that he had air carrier X on his frequency and initiated the pull out of the final approach after air carrier X apparently questioned the actions of air carrier Y overtaking and descending ahead of air carrier X.
