Narrative:

Visual night approach to bhm runway 5. Upon contacting tower was advised 'cleared to land -- hold short runway 36.' no message on ATIS advising of lahso operations -- no time to check lahso chart -- advised tower 'unable to hold short runway 36' tower acknowledged. During flare heard tower clear a twin cessna for takeoff runway 36. Coming out of reverse -- observed said aircraft cross the end of runway 5 at approximately 100 ft. Believe tower operator cleared conflict aircraft for takeoff to cross active runway without appropriate lahso concurrence from my flight. Further understood that all lahso operations were required to be announced on ATIS. Tower supervisor on phone did not believe they are. Did not discuss conflict aircraft, but I believe a poorly executed go around would have resulted in a near miss at best.

TWR SUPVR ON PHONE DID NOT BELIEVE THEY ARE. DID NOT DISCUSS CONFLICT ACFT, BUT I BELIEVE A POORLY EXECUTED GAR WOULD HAVE RESULTED IN A NEAR MISS AT BEST.
