Narrative:

Maximum load given to station operations along with boarding call -- ramp subsequently overloaded baggage compartment, and crew advised them to off load freight (shown as 248 pounds on worksheet). Agent indicated that this had been accomplished, so weight and balance data was computed based on corrected figures. Upon arrival at next station, our flight continued to a second city. Loading data at through city verified that freight had not been removed in atl, resulting in a takeoff that was over gross and out of center of gravity limits. This is an ongoing problem and repeated attempts to resolve the issue through alpa, management and the FAA have been unsuccessful.

Title: FLC OF AN LTT TOOK OFF WITH AN OUT OF WT AND BAL CONDITION.

Narrative: MAX LOAD GIVEN TO STATION OPS ALONG WITH BOARDING CALL -- RAMP SUBSEQUENTLY OVERLOADED BAGGAGE COMPARTMENT, AND CREW ADVISED THEM TO OFF LOAD FREIGHT (SHOWN AS 248 LBS ON WORKSHEET). AGENT INDICATED THAT THIS HAD BEEN ACCOMPLISHED, SO WT AND BAL DATA WAS COMPUTED BASED ON CORRECTED FIGURES. UPON ARR AT NEXT STATION, OUR FLT CONTINUED TO A SECOND CITY. LOADING DATA AT THROUGH CITY VERIFIED THAT FREIGHT HAD NOT BEEN REMOVED IN ATL, RESULTING IN A TKOF THAT WAS OVER GROSS AND OUT OF CTR OF GRAVITY LIMITS. THIS IS AN ONGOING PROB AND REPEATED ATTEMPTS TO RESOLVE THE ISSUE THROUGH ALPA, MGMNT AND THE FAA HAVE BEEN UNSUCCESSFUL.
