Narrative:

On the south side of santa barbara airport there is only 1 taxiway (taxiway B) for use by pilots in and out of the FBO. The taxiway lights have been OTS for over 2 months. The airport administration does not seem too concerned, 'awaiting parts' is the only answer they have. They refuse to obtain temporary lights. I have seen several aircraft get lost and have received numerous complaints. At night, it is very difficult for both pilots and controllers to get aircraft in and out of that area. I feel that this situation is borderline safe and could lead to a runway incursion. Callback conversation with reporter revealed the following information: taxiway supervisor stated the taxiway B lights were returned to service last week.
