Narrative:
After takeoff from runway 31L at psp, departure control issued us a clearance to turn to 050 degrees and climb as rapidly as possible through 4000 ft up to 13000 ft. In the climbing turn, we received a TCASII TA with traffic showing at 12 O'clock above us. The TCASII gave an unintelligible aural warning with a 'don't climb' resolution. As the first officer leveled off the aircraft, I saw a light aircraft pass about 500 ft high and slightly aft of us. The controller's request for a rapid climb put us into a potentially dangerous situation. I believe she was concerned with the high terrain northwest of psp but, had she given us a better idea of her traffic conflict, we could have requested a climb on runway heading in VMC which would have put us well clear of the light aircraft. Supplemental information from acn 289119: I reduced power and started to comply with the TCASII RA. The captain saw the traffic off to our left and said we were clear. The controller said 'traffic no factor' at that point, based on the controllers request for good rate climb through 4000 ft and subsequent 'no factor' call, I believe she knew the traffic was there and failed to tell us about it. I also believe her request for a 'good rate through 4000 ft' actually caused us to close on the traffic rather than avoid it.

Title: TCASII ALERT.
Narrative: AFTER TKOF FROM RWY 31L AT PSP, DEP CTL ISSUED US A CLRNC TO TURN TO 050 DEGS AND CLB AS RAPIDLY AS POSSIBLE THROUGH 4000 FT UP TO 13000 FT. IN THE CLBING TURN, WE RECEIVED A TCASII TA WITH TFC SHOWING AT 12 O'CLOCK ABOVE US. THE TCASII GAVE AN UNINTELLIGIBLE AURAL WARNING WITH A 'DON'T CLB' RESOLUTION. AS THE FO LEVELED OFF THE ACFT, I SAW A LIGHT ACFT PASS ABOUT 500 FT HIGH AND SLIGHTLY AFT OF US. THE CTLR'S REQUEST FOR A RAPID CLB PUT US INTO A POTENTIALLY DANGEROUS SIT. SUPPLEMENTAL INFO FROM ACN 289119: I REDUCED PWR AND STARTED TO COMPLY WITH THE TCASII RA. THE CAPT SAW THE TFC OFF TO OUR L AND SAID WE WERE CLR. THE CTLR SAID 'TFC NO FACTOR' AT THAT POINT, BASED ON THE CTLRS REQUEST FOR GOOD RATE CLB THROUGH 4000 FT AND SUBSEQUENT 'NO FACTOR' CALL, I BELIEVE SHE KNEW THE TFC WAS THERE AND FAILED TO TELL US ABOUT IT. I ALSO BELIEVE HER REQUEST FOR A 'GOOD RATE THROUGH 4000 FT' ACTUALLY CAUSED US TO CLOSE ON THE TFC RATHER THAN AVOID IT.
