Narrative:
Cessna 172, uga X, landing runway 18 VFR. Cga Y, a BE10, IFR, landed on runway 28 while X was rolling out on his landing roll. First call was when Y was completing his rollout stating he wanted to park at FBO. I informed him that he had landed without a landing clearance. Could have been prevented if we had radar.

Narrative: CESSNA 172, UGA X, LNDG RWY 18 VFR. CGA Y, A BE10, IFR, LANDED ON RWY 28 WHILE X WAS ROLLING OUT ON HIS LNDG ROLL. FIRST CALL WAS WHEN Y WAS COMPLETING HIS ROLLOUT STATING HE WANTED TO PARK AT FBO. I INFORMED HIM THAT HE HAD LANDED WITHOUT A LNDG CLRNC. COULD HAVE BEEN PREVENTED IF WE HAD RADAR.
