Narrative:
Departed otm en route to dsm. ATIS was monitored en route and discovered that dsm was reporting 300 ft overcast, 1 mi visibility, and light fog. It was determined that the fuel on board was insufficient to return to otm. Dsm had the only ILS approach within safe fuel range and although I'm not IFR rated, I am in IFR training. An IFR clearance was granted for runway 31R, the localizer was intercepted and the approach was underway. I was a little off the localizer but on GS at the decision ht. The runway was spotted and the landing was without incident. Unknown at the time, the runway I spotted and landed on was runway 31L instead of runway 31R. In retrospect, the appropriate actions to avoid this situation would be getting current WX before departing otm and/or monitoring ATIS when airborne.

Title: NON INST RATED PVT PLT MADE AN INST APCH IN IMC AND LANDED ON THE WRONG PARALLEL RWY.
Narrative: DEPARTED OTM ENRTE TO DSM. ATIS WAS MONITORED ENRTE AND DISCOVERED THAT DSM WAS RPTING 300 FT OVCST, 1 MI VISIBILITY, AND LIGHT FOG. IT WAS DETERMINED THAT THE FUEL ON BOARD WAS INSUFFICIENT TO RETURN TO OTM. DSM HAD THE ONLY ILS APCH WITHIN SAFE FUEL RANGE AND ALTHOUGH I'M NOT IFR RATED, I AM IN IFR TRAINING. AN IFR CLRNC WAS GRANTED FOR RWY 31R, THE LOC WAS INTERCEPTED AND THE APCH WAS UNDERWAY. I WAS A LITTLE OFF THE LOC BUT ON GS AT THE DECISION HT. THE RWY WAS SPOTTED AND THE LNDG WAS WITHOUT INCIDENT. UNKNOWN AT THE TIME, THE RWY I SPOTTED AND LANDED ON WAS RWY 31L INSTEAD OF RWY 31R. IN RETROSPECT, THE APPROPRIATE ACTIONS TO AVOID THIS SIT WOULD BE GETTING CURRENT WX BEFORE DEPARTING OTM AND/OR MONITORING ATIS WHEN AIRBORNE.
