Narrative:
I was cleared to land on runway 26, at approximately 1/2 mi out on final, a cessna taxied into position and held. The tower did not tell the cessna to vacate, nor did the tower tell me to go around. Tower communications were too busy to question. Because tower gave no further instructions, I assumed tower knew the cessna was there and that this was an accepted procedure. I landed without incident. The retrospect I should have gone around, regardless.

Title: OPERROR PLTDEV INVOLVING RPTR'S LNDG ACFT AND UGA Y HOLDING IN POS.
Narrative: I WAS CLRED TO LAND ON RWY 26, AT APPROX 1/2 MI OUT ON FINAL, A CESSNA TAXIED INTO POS AND HELD. THE TWR DID NOT TELL THE CESSNA TO VACATE, NOR DID THE TWR TELL ME TO GAR. TWR COMS WERE TOO BUSY TO QUESTION. BECAUSE TWR GAVE NO FURTHER INSTRUCTIONS, I ASSUMED TWR KNEW THE CESSNA WAS THERE AND THAT THIS WAS AN ACCEPTED PROC. I LANDED WITHOUT INCIDENT. THE RETROSPECT I SHOULD HAVE GONE AROUND, REGARDLESS.
