Narrative:
On final IFR runway 4 approach to mckinnon ssi, which was reported IFR, dec/xx/94. Sighted runway 2 mi out on the approach. Requested contact approach, canceled IFR over runway threshold then proceeded to land. On short final to land, I passed over an aircraft which was on the departure end of the chevroned overrun, obscured before by trees. This aircraft was not moving and had passed behind me so I completed my landing and quickly cleared the runway. I do not think there was danger to either aircraft but I believe the other pilot erred in taxiing onto the active runway in the control zone during IFR conditions while I was cleared for the approach.

Title: SMA ON IFR APCH OVERFLIES ACFT IN POS AND HOLD ON RWY.
Narrative: ON FINAL IFR RWY 4 APCH TO MCKINNON SSI, WHICH WAS RPTED IFR, DEC/XX/94. SIGHTED RWY 2 MI OUT ON THE APCH. REQUESTED CONTACT APCH, CANCELED IFR OVER RWY THRESHOLD THEN PROCEEDED TO LAND. ON SHORT FINAL TO LAND, I PASSED OVER AN ACFT WHICH WAS ON THE DEP END OF THE CHEVRONED OVERRUN, OBSCURED BEFORE BY TREES. THIS ACFT WAS NOT MOVING AND HAD PASSED BEHIND ME SO I COMPLETED MY LNDG AND QUICKLY CLRED THE RWY. I DO NOT THINK THERE WAS DANGER TO EITHER ACFT BUT I BELIEVE THE OTHER PLT ERRED IN TAXIING ONTO THE ACTIVE RWY IN THE CTL ZONE DURING IFR CONDITIONS WHILE I WAS CLRED FOR THE APCH.
