Narrative:
On taxi-in, light aircraft lifted off runway 19L and immediately turned left on an approximately 45 degree departure right over the run-up area (with at least 1 aircraft running-up in place) and just about right over our aircraft taxiing in. We asked ground about him and were told that the light aircraft is instructed to not conflict with departing B737 traffic from parallel runway (which involves a left turn-out over the taxiway). But after 18 months of operations at sna, I have never seen a turn-out so soon, so low. Usually they climb on centerline to 100-200 ft and then turn. This particular day the turn started at runway end and aircraft crossed taxiway at approximately 100 ft AGL (my tail is 36 ft 6 inches AGL). Early turns should be outlawed from runway 19L. Airliners are always on taxiway a trying to avoid low-flying departing aircraft. So let's get the word out to not turn before a minimum altitude and never fly over a taxiing airliner (or any aircraft). Most importantly, the controllers at sna are excellent -- very professional under very marginal conditions. They are the best team to consult to enact safety procedures to protect taxiing aircraft.

Title: SMA OVERFLIES ACR TAXIING ON RAMP.
Narrative: ON TAXI-IN, LIGHT ACFT LIFTED OFF RWY 19L AND IMMEDIATELY TURNED L ON AN APPROX 45 DEG DEP RIGHT OVER THE RUN-UP AREA (WITH AT LEAST 1 ACFT RUNNING-UP IN PLACE) AND JUST ABOUT RIGHT OVER OUR ACFT TAXIING IN. WE ASKED GND ABOUT HIM AND WERE TOLD THAT THE LIGHT ACFT IS INSTRUCTED TO NOT CONFLICT WITH DEPARTING B737 TFC FROM PARALLEL RWY (WHICH INVOLVES A L TURN-OUT OVER THE TXWY). BUT AFTER 18 MONTHS OF OPS AT SNA, I HAVE NEVER SEEN A TURN-OUT SO SOON, SO LOW. USUALLY THEY CLB ON CTRLINE TO 100-200 FT AND THEN TURN. THIS PARTICULAR DAY THE TURN STARTED AT RWY END AND ACFT CROSSED TXWY AT APPROX 100 FT AGL (MY TAIL IS 36 FT 6 INCHES AGL). EARLY TURNS SHOULD BE OUTLAWED FROM RWY 19L.
