Narrative:
I was flying a passenger for the purpose of real estate photography. Duration of flight was .6 hours including ground time. Area of interest was south end of an island located approximately 3-4 mi from the tower. Prior to takeoff, I received clearance from the tower for several 360 degree turns at 800 ft MSL (500 ft AGL) over the area of interest. At all times during the turns I was in voice contact with the tower and the tower had me in visual contact as I was operating close to the pattern. On return to my FBO I was instructed to contact the tower. Tower informed me that a complaint had been filed with FSDO regarding my flight altitude. I contacted FSDO immediately and was informed that they had 2 complaints regarding my maneuvers. I told FSDO that I was cleared for the maneuvers by the tower and that at no time was I flying below 500 ft AGL. FSDO told me they would contact the complainants and explain what was going on, offer my apologies for the disruption and let them know it was a 1-TIME occurrence. I was told that if I didn't hear anything else, not to be concerned.

Title: A LOW TIME PLT FLIES LOW AND DISTURBS RESIDENTS.
Narrative: I WAS FLYING A PAX FOR THE PURPOSE OF REAL ESTATE PHOTOGRAPHY. DURATION OF FLT WAS .6 HRS INCLUDING GND TIME. AREA OF INTEREST WAS S END OF AN ISLAND LOCATED APPROX 3-4 MI FROM THE TWR. PRIOR TO TKOF, I RECEIVED CLRNC FROM THE TWR FOR SEVERAL 360 DEG TURNS AT 800 FT MSL (500 FT AGL) OVER THE AREA OF INTEREST. AT ALL TIMES DURING THE TURNS I WAS IN VOICE CONTACT WITH THE TWR AND THE TWR HAD ME IN VISUAL CONTACT AS I WAS OPERATING CLOSE TO THE PATTERN. ON RETURN TO MY FBO I WAS INSTRUCTED TO CONTACT THE TWR. TWR INFORMED ME THAT A COMPLAINT HAD BEEN FILED WITH FSDO REGARDING MY FLT ALT. I CONTACTED FSDO IMMEDIATELY AND WAS INFORMED THAT THEY HAD 2 COMPLAINTS REGARDING MY MANEUVERS. I TOLD FSDO THAT I WAS CLRED FOR THE MANEUVERS BY THE TWR AND THAT AT NO TIME WAS I FLYING BELOW 500 FT AGL. FSDO TOLD ME THEY WOULD CONTACT THE COMPLAINANTS AND EXPLAIN WHAT WAS GOING ON, OFFER MY APOLOGIES FOR THE DISRUPTION AND LET THEM KNOW IT WAS A 1-TIME OCCURRENCE. I WAS TOLD THAT IF I DIDN'T HEAR ANYTHING ELSE, NOT TO BE CONCERNED.
