Narrative:
Twin engine cessna (VFR) descended through our altitude causing a near midair collision. Avoidance maneuver was begun using TCASII and completed visually. TCASII was a great aid in avoiding the collision. However, the aural function caused difficulty in communicating with ATC and the sun was 'bleaching out' the presentation on the radar scope.
