Narrative:

Air carrier X, a B757, was on the north bay visual (visual for noise abatement purposes) on a 4 mi final for runway 17L at pie. Y, a C172, was transitioning the airport 3-4 mi east of the field from south to north. 757 was issued traffic on C172 who was at 1000 ft. The B757 was at 1500 ft at the time. The C172 reported the B757 in sight and was east of his position. The B757 reported a TCASII alert a mi later. I talked to the pilot and he reported the C172 300 ft below him I explained since we are not class C airspace, we need only have target resolution. He did not climb and was able to land without incident.

I TALKED TO THE PLT AND HE RPTED THE C172 300 FT BELOW HIM I EXPLAINED SINCE WE ARE NOT CLASS C AIRSPACE, WE NEED ONLY HAVE TARGET RESOLUTION. HE DID NOT CLB AND WAS ABLE TO LAND WITHOUT INCIDENT.
