Narrative:
An aircraft is on final to any runway at dtw within 1 mi of the runway. If an aircraft on the ground has its transponder on, the conflict alert feature of the ARTS 3A alarms. This causes data blocks to appear on the BRITE radar and block crucial data. This could lead to problems. Callback conversation with reporter revealed the following information: facility operations manager stated management was aware of the problem and the facility had regional office approval to install a patch in the ARTS program which will solve the problem.

Title: ATC EQUIP PROB RADAR ARTS.
Narrative: AN ACFT IS ON FINAL TO ANY RWY AT DTW WITHIN 1 MI OF THE RWY. IF AN ACFT ON THE GND HAS ITS XPONDER ON, THE CONFLICT ALERT FEATURE OF THE ARTS 3A ALARMS. THIS CAUSES DATA BLOCKS TO APPEAR ON THE BRITE RADAR AND BLOCK CRUCIAL DATA. THIS COULD LEAD TO PROBS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: FACILITY OPS MGR STATED MGMNT WAS AWARE OF THE PROB AND THE FACILITY HAD REGIONAL OFFICE APPROVAL TO INSTALL A PATCH IN THE ARTS PROGRAM WHICH WILL SOLVE THE PROB.
