Narrative:
A C152 on short final to land runway 10. A LR35 no more than 1/4 mi behind him also to land. The LR35 was not sequenced and obviously did not see the C152 because he never said a 'word.' I was just about to relieve the controller in question when I looked out the window and then at the d-brite. I then told the controller in question about this situation. He then issued a go around to the C152 who did not acknowledge. He did it again and this time the C152 did go around on what was essentially a 'runway heading' still only about 100 ft over the runway. The LR35 then passed right underneath the C152 and landed. If I didn't say anything I am positive they would have hit. This controller's lack of awareness is inexcusable. I did inform supervisory personnel.

Title: LR35 OVERTAKES C152 ON FINAL APCH, FLEW UNDER CESSNA AND LANDED. C152 ISSUED GAR. NMAC. SEE AND AVOID CONCEPT.
Narrative: A C152 ON SHORT FINAL TO LAND RWY 10. A LR35 NO MORE THAN 1/4 MI BEHIND HIM ALSO TO LAND. THE LR35 WAS NOT SEQUENCED AND OBVIOUSLY DID NOT SEE THE C152 BECAUSE HE NEVER SAID A 'WORD.' I WAS JUST ABOUT TO RELIEVE THE CTLR IN QUESTION WHEN I LOOKED OUT THE WINDOW AND THEN AT THE D-BRITE. I THEN TOLD THE CTLR IN QUESTION ABOUT THIS SIT. HE THEN ISSUED A GAR TO THE C152 WHO DID NOT ACKNOWLEDGE. HE DID IT AGAIN AND THIS TIME THE C152 DID GAR ON WHAT WAS ESSENTIALLY A 'RWY HDG' STILL ONLY ABOUT 100 FT OVER THE RWY. THE LR35 THEN PASSED RIGHT UNDERNEATH THE C152 AND LANDED. IF I DIDN'T SAY ANYTHING I AM POSITIVE THEY WOULD HAVE HIT. THIS CTLR'S LACK OF AWARENESS IS INEXCUSABLE. I DID INFORM SUPERVISORY PERSONNEL.
