Narrative:
Air carrier X on arrival on the 'daly' inbound to the gep VOR. No identify and first officer and captain's HSI's varied 3-4 degrees. 315 degree radial course inbound 135 degrees. We queried the approach controller, but he never got back to us, then shortly after, gave us a vector for arrival on msp runway 11L. We also had an air carrier inspector (FAA) in the jumpseat who expressed concern over our concern about the quality of the VOR. Recommend FAA flight check of gep VOR. Identify was good the next morning upon departure from msp on J70. Also, there was no mention of the VOR being OTS in the arrival ATIS.
