Narrative:

Air carrier X being vectored to ILS runway 9L at phl. We were asked to maintain 180 KTS to the marker (165 final flap speed). Marker (FAF) is at 7 mi. At 10 mi the captain wanted to configure to be configured by the marker. I questioned and asked if he wanted me to tell ATC we were slowing. He said no. At 8 mi ATC asked airspeed. I said 160 KTS. He said 180 KTS to the marker. I said we can't, we need to configure. He sounded as though he wanted to know why we slowed. Hindsight: I should have taken the initiative and spoke up. Also, in the current WX conditions, I didn't feel as though it was the right time to get into it with the captain.

HE SAID 180 KTS TO THE MARKER. I SAID WE CAN'T, WE NEED TO CONFIGURE. HE SOUNDED AS THOUGH HE WANTED TO KNOW WHY WE SLOWED. HINDSIGHT: I SHOULD HAVE TAKEN THE INITIATIVE AND SPOKE UP. ALSO, IN THE CURRENT WX CONDITIONS, I DIDN'T FEEL AS THOUGH IT WAS THE RIGHT TIME TO GET INTO IT WITH THE CAPT.
