Narrative:

Assigned 310 KIAS at FL260 and given a descent to cross somto at 13000 ft with less than 30 mi for descent. Icing conditions were present. We were unable to descend rapidly enough using the minimum thrust required to maintain anti-ice, maximum in-flight spoilers and 310 KIAS. We asked to pick up speed, but were still unable to make 13000 ft by somto. The captain was flying. Estimate 14250 ft MSL.

Title: ALTDEV -- FAILED TO MAKE A XING RESTR.

Narrative: ASSIGNED 310 KIAS AT FL260 AND GIVEN A DSCNT TO CROSS SOMTO AT 13000 FT WITH LESS THAN 30 MI FOR DSCNT. ICING CONDITIONS WERE PRESENT. WE WERE UNABLE TO DSND RAPIDLY ENOUGH USING THE MINIMUM THRUST REQUIRED TO MAINTAIN ANTI-ICE, MAX INFLT SPOILERS AND 310 KIAS.
